About the Municipal Performance Measurement Program

As required by the Ontario Government through the Municipal Performance Measurement Program (MPMP) the Township of Wellesley must report certain performance data concerning township services.

We are reporting on performance data in the following core service areas: Sewers, Water, Roads, Fire, General Government and Land-Use Planning. As a lower-tier municipality, Wellesley is required to report on only those services produced or delivered by the Township. Services such as Police, Transit and Solid Waste are reported by the upper-tier, in this case, the Region of Waterloo. The measures and formulae used to determine the efficiency and effectiveness are established by the Province.

The objectives for MPMP include: 

The measurement program is one of several tools used by the Township for continuous improvement of municipal services delivery. The program is important for both short and long-term planning, and reporting of service efficiency and effectiveness.  The measurement program also assists in decision-making by integrating financial and performance data.

Municipalities are unique, and it is important to recognize that raw financial data on services is only one segment of the larger picture of municipal performance. Many factors affect the measurements making comparisons between municipalities difficult. Factors such as organizational structures, program priorities, and even weather conditions vary between municipalities.

Equally important is that some measures do not gauge the actual performance of a service. Measures that relate the cost of a service to a municipality’s assessment do not measure performance. The total cost of fire service, for example, is not related to the township’s assessment.
